You can only buy the Nuptial Bell during Wedding Season, from June 1 to June 30. Here is the in-game description of the seasonal event:
"An arch bearing the Gregorian calendar's number for the new year. If you pass beneath this arch while carrying your hopes and dreams in your heart, you're certain to have a good year!"
