You can only buy the Carp Banner during Children's Day, from April 28 to May 5. Here is the in-game description of the seasonal event:
"Mainly celebrated in Japan, May 5th is when folks give good wishes for young boys to grow up healthy. Also called Tango no Sekku, it's a day featuring decorative flags and kabuto helments made from newspaper."
If all else fails, you can trade for the Carp Banner with your fellow ACNH gamers! You can visit other islands to trade for items with a Nintendo Switch Online subscription.
