After receiving the letter from Harv, head to the airport and visit his island. Search for Harv in the new area with the wooden gate.
After the cutscene, you can start donating Bells to the Gyroids to construct the shops. Look for the Gyroid that will construct the shop for the mysteriously accurate fortune-teller and donate 100,000 Bells.
Once the building is complete, head to the plaza to find Harv talking to Katrina. Talk to them to open up Katrina's Fortune Shop.

Players can visit Katrina's Fortune Shop and have their fortunes read for 1,000 Bells. She would tell players whether or not they had good luck or bad luck.
Katrina can also check your friendship level with a selected villager for 1,000 Bells. She will then tell you if you are an acquaintance or a close friend to that certain villager.
After Katrina checks your friendship level, she will offer the option to bless you for 10,000 Bells. Accepting this offers boosts your friendship level with that villager.
Not your lucky day? For 10,000 Bells, Katrina will purify your character and prevent bad luck from happening to you on that day!
Katrina can be spotted saying quotable words of wisdom in the NookLink app while redeeming Nook Points.
You can also get Katrina's Poster in Nook Shopping under the posters tab by inviting her to Photopia in Harv's Island and scanning her amiibo.
