The Pompompurin Hat is an exclusive Sanrio item unlockable with the Sanrio® Collaboration Pack amiibo cards.
To unlock the item, scan Marty's amiibo card at the Nook Stop terminal at Resident Services. You'll then be able all order this item for yourself or send them to your friends through Nook Shopping under the Promotional tab.
However, if you have received the Sanrio items but do not have the amiibo cards, you cannot order these for yourself.
