You can only buy the Sparkling Cider during New Year's Eve, from December 25 to December 31. Here is the in-game description of the seasonal event:
"No party to celebrate the new year is complete without everybody raising a glass of sparkling cider together. Reflect on the past year and wish everyone a good year to come… Cheers!"
If all else fails, you can trade for the Sparkling Cider with your fellow ACNH gamers! You can visit other islands to trade for items with a Nintendo Switch Online subscription.
