1. The Pier, which is the wooden bridge dock located somewhere on your beaches.
2. Everywhere in the Ocean.

2. Look for a dorsal fin floating above the water.
3. Check the shadow of Fish that appear to target the one you want.

Most Ocean fish can be found everywhere in the ocean, even from your Pier, so it doesn't matter whether you fish from the dark rocky areas or the sandy beaches.
