When they say the name of the villager and it's not the one you want, you should close the game immediately. If you say no, it will autosave and he/she will keep targeting that villager

"Save and exit before you enter the campsite tent. Go to the campsite tent Play the card game or whatever and then invite them to your island. When the dialogue comes up where they mention one of your villagers wanting to move and it’s NOT someone you want to move out, immediately press home and close the game. Then just keep going to the campsite until they say someone you’re okay with leaving."
If you go talk to them and quit the game without saving if they want to kick out someone you don't want to lose, you can go talk to them again then it changes... For me anyways!

Syd no, but you can close quickly without saving and try again until they say the name of the villager you want to leave.
if you close the game out right when it tells you who they want to replace, you can reload it and try again.
