You can only buy the Tulin Outfit through the Nook Shopping catalog if you've scanned the corresponding amiibo and unlocked it in the Special Goods section of Nook Shopping.
If you have been gifted this item by another player but have not unlocked it in your Special Goods, it will not be purchasable in your game even if it's registered in your catalog.

Nook Shopping can be accessed from the Nook Stop at Resident Services or from the phone app if you've unlocked it.

Scan The Legend of Zelda amiibo
The Legend of Zelda items can only appear in your game after scanning any amiibo from The Legend of Zelda series and inviting either Tulin or Mineru to your island.
To scan an amiibo, you can invite a camper through the Nook Stop, invite a villager for coffee at the Roost, or invite a guest to the VIP room of your hotel.
Version 3.0 Update Required
The Tulin outfit is an item introduced in the Version 3.0 update. This is a free update available for all ACNH players. You must have your game updated in order to obtain this item.
