The only way to get Boots is by fishing them up using a Fishing Rod.
Its movement and shadow underwater is the same as fish, so there is no way of telling if you are fishing up Trash.
Although the type of island you get on a Mystery Island Tour is random, you will know when you are in Trash Island when everything you fish up are Stones and Trash items.
