How to Unlock When the Sky Watches Us Meet
Complete Main Quest Chapter 2 Act 5
To unlock Where Sky is Clear and Glory Shines: Guardian Tower, you must first complete the Main Quest, Shadow of Glory.
The exploration quest becomes available when you approach Secret Entrance cave, found in the Border Mountains.
Complete Both Quests of Where Sky is Clear and Glory Shines
After completing Chapter 2 Act 5, players must then complete two Exploration Quests that share the same name: Where Sky is Clear and Glory Shines.
The first Exploration Quest, Guardian Tower, can be found in Mournfall Canyon. The second, Trial Grounds, is located in Border Mountains.

Where Sky is Clear and Glory Shines: Trial Grounds Walkthrough
Take up the call in the Septimont City
After completing the two required Exploration Quests, make your return anywhere in Septimont City. For easy access, teleport back using the Resonance Nexus found there.
Once there, a call cutscene will automatically trigger. It's Tulia, and she's inviting you to see the two Scourgewings you saved in those quests: Iaen and Isth.
Talk to Tulia
Make your way back to the Border Mountains, north from the Secret Entrance. Tulia talks about the two dragons that had circled around their old training grounds.
A cutscene will follow shortly, featuring the two Scourgewings taking flight to the sky. This officially marks the end of the quest line!
