Electro Flare is a negative status effect in Wuthering Waves that focuses on generating stacks and inflicting periodic Electro DMG. See more details about Electro Flare, as well as if any Resonators can use it in this guide!

Electro Flare got an update to its effects on Version 2.8, which scales its damage dealt depending on the amount of stacks present before reaching max capacity.
Its additional mechanics for Electro Rage lets it stack more than any other Negative Status, making it potentially a high DoT effect.
Negative Status Effects Explained
Electro Flare is applied by enemy Electro DMG attacks. When applied, the target Resonator gains a stack of the status, with a maximum of 10 stacks. The stacks tick down over about 5 seconds, and all disappear once the effect ends.
Electro Flare is centered towards dealing periodic Electro DMG onto targets and increases in damage the more stacks are applied. If a Resonator has an Electro Flare, Electro damage would tick every 5-6 seconds, then the Electro Flare stacks would be halved.
After reaching 10 stacks, additional stacks become Electro Rage.

The numbers above were obtained from Buling's Skill Training in the Guidebook. Damage values will vary across combat situations when applied by different Resonators on different enemies.

Electro Rage increases the next instance of Electro Flare. This can also stack up to 10 times, and the enhancement is based on how many stacks you have.
Buling can apply Electro Flare thanks to her Forte and Inherent Skill 2. You must cast your Resonance Liberation while both of her blue and yellow Forte Gauges are full to apply the negative status. A bell and written runes will spawn in the area once you do all the correct steps!
Note that simply using her Resonance Liberation doesn't apply Electro Flare. Buling alone also can't reach Electro Rage, as she doesn't apply Electro Flare fast enough.
