Who is Angel?
Childhood Friend of Augusta
In Augusta's visit at Murmurstown during the By Sun's Burning Hand quest, she mentioned her childhood friend, Angel, who has been swallowed by the Dark Tide when its torrents had engulfed her hometown; back when it was still referred to as Fabianum.
Characterized as someone who's the complete opposite of the Septimont's ruler, the young Augusta relied heavily to Angel when she was young.
Swallowed by the Dark Tide
When the Dark Tide hit Fabianum, the Angel sacrificed herself to save the young Augusta, most notably within the Oak Hollow. Since then, Augusta had been plagued by the whispers of the Divine, presumably Leviathan itself, speaking directly to Augusta via the aftereffects of being exposed to the Dark Tide.
Galbrena's Real Name
16 years after, Angel and Augusta reunited during the Dawn Breaks on Dark Tides quest, where the latter had immediately recognized the former, despite believing that Augusta was the sole survivor of Fabianum. Angel donned her current namesake after the legendary Tacet Discord, years after escaping the Dark Tide.
