Scale of Memories will automatically become available on your quest list after completing all Main Story Quests under Chapter 1 Act 7 Thaw of Eons, and is located inside the Hidden Chamber in Hongzhen.

Wuthering Waves - Scale of Memories - Talk to Uncle Fu
Talk to Uncle Fu inside the Hidden Chamber in Hongzhen and he will give you a Trace Scale afterward, which will allow you to track Chrono Traces around Mt. Firmament.

Take a Photo

Wuthering Waves - Scale of Memories - Take a Photo
Follow the purple quest marker to the end of the hall and use your Zoom Camera to take a picture of the Hidden Chamber. Doing this will conclude the quest and grant you access to the Traces of Mt. Firmament event.
