Starry is the Night immediately unlocks after completing the What Yesterday Wept, Today Doth Sing Main Quest and reaching Union Level 20.
What Yesterday Wept, Today Doth Sing

After receiving a distressing call from Roccia, teleport to the nearest Resonance Beacon in The Strand and head toward her location. Defeat all of the TDs present, then inspect all of the Pilgrims' injuries.
Before leaving, Roccia to the ship wreckage and scour through it once more to find a little girl barely breathing under large wooden debris.

Back at The Fool's Troupe, the surviving Pilgrims are undergoing rehabilitation. Follow Roccia into the young girl’s tent to check on her condition, then encourage the reserved Roccia to engage with the other Pilgrims, Filippo and Giulio, and inquire about their well-being.
After a profound revelation, Roccia concludes that the only way to reignite hope and restore the spirit of the people is by performing the opera Pegasus.

Head to the stage and accompany Roccia as she and Pero assemble the opera props using salvaged materials from the Pilgrims' ill-fated voyage. Once done, return to Filippo and ask him about the star that seems to be missing from the salvaged items.
He directs you to the young girl, Luca, whose late mother once owned the star. Seeing Luca heartbroken over its loss, Roccia becomes resolute in her determination to find it.

Return to The Strand using the nearest Resonance Beacon and begin searching the shipwreck once more. As you navigate the wreckage, Roccia notes that the fog is unusually dense and unsettling, hinting at something unnatural in the area.
Follow Roccia as she inspects various salvageable items. Once she finishes, activate your Sensor to track the wavelength Pero detects from afar and carefully follow it to uncover what lies ahead.

Eliminate the first group of TDs that appear, then activate your Sensor to find the correct direction. Investigate the shiny object that surfaces, which will trigger another group of enemies—defeat them as well.
Afterward, use your Sensor again to track the next objective. Locate and destroy the Fragile Rock, revealing another shiny object. Inspect it and proceed further into the area, where you'll encounter another group of enemies. Examine the two golden fleeces next, then defeat the final enemy.

Enter the cavern with Roccia and press on through its eerie depths despite her fear. Inside, discover that the mastermind behind the thick fog is none other than a group of abandoned Plushie Echoes. Best them in battle and find the missing star while listening to their woes.

Enter the tent at the heart of the Plushie hideout and retrieve an Accordion. With Roccia translating, Lottie Lost, the Bunny Plushie, explains the Accordion's sentimental value. Speak to Roccia afterward to return to the Troupe.

Introduce the Plushies to Tina, then visit Luca's tent to share the good news about her mother's star. Afterward, head to the stage and witness the Plushies being reunited with either a cherished item from their master or their master themselves.
The Opera then begins, and its spectacular run successfully reignites all of the Pilgrims' spirit thanks to the Rover and Roccia's efforts.

Speak with Roccia one final time as she expresses her gratitude for your support in organizing her first show. She presents you with a special Luceanite as a token of appreciation and shares heartfelt parting words, bringing the quest to a close.
