Enroll in Startorch Academy During Chapter 3 Act 1
To unlock Moments Captured in Light, you need to be an official student of Startorch Academy. This happens sometime within Chapter 3 Act 1: What Burns Beneath Frostlands.

Read Message from Lightborne Horizons
To start this quest, check your WavesLine and read the message sent by someone named Lightborne Horizons. Accept their offer in order to continue this Side Quest.

Head to Spacetrek Archives
After accepting their offer, go to Spacetrek Archives in Startorch Academy. Lianna will appear there between the hours of 12:00 to 14:00.
Adjust Clock If Needed
Make sure to check the time of the in-game clock. Adjust it if needed in order for Lianna to appear near the entrance of Startorch Academy.
Head to the Shopping Hub
Lianna invites you to join their Light Chaser Collection event, taking photos of students as a time capsule to be received upon their graduation from Startorch Academy. You head out to the Shopping Hub just outside to find some subjects to take pictures of.
Reina
Your first subject is Reina, a shy freshman who had experienced discrimination as a Resonator. Rover gets them to think positively, and agrees to have their picture taken.
Rosalia
Down the street looking at a glass display is Rosalia, who recognizes Rover for their accolades back in Rinascita. They agree to have their photo taken.
Miro, Musen, Flaer and Solvik
Near the display of moving Tetris pieces are four freshmen who are near to each other in the dorms: Miro, Musen, Flaer and Solvik. Miro suggests to the project to see what becomes of them and their friendship when they graduate.
Go to the Academic Zone
After taking the first three photos, you are automatically moved to the Academic Zone, in a higher point of Startorch Academy.
Chuji and Yoren
Go inside the classroom, you observe two students named Chuji and Yoren too absorbed in their studies. You take their photo candidly, and despite not being freshmen anymore allows Rover to submit a photo of them.
B.1.N.G.O., Iroh and Griff
The final photo is found down the street north from the classroom. You'll overhear the conversation betwen B.1.N.G.O. and two students named Iroh and Griff. Somehow, the two of them manage to convince their Instructor to join in on the photo.
Talk to Lianna
You message Lianna afterwards about the photos you've taken, and she tells you to meet her near Startorch Academy's entrance at the Solis Lens Array.
She gets you to join in for a group photo to commemorate you in the Light Chaser Collection. Afterwards, she rewards you for the trouble with some snacks to complete the Side Quest!

This can be played in the Heart Radio Channel while riding your Expedition Motorcycle in Lahai-Roi, and in the Archive of Melodies in Rinascita!
