Time to Study is a hidden quest located within Jinzhou City. The quest will unlock after talking to a child named Jiu walking in front of the stairs to Jinzhou City Hall.
Do note that the quest will only trigger if you talk to him while he is walking in the square from 6:00-18:00. Talking to him beyond this time will not initiate anything.

Alternatively, you may first talk to Sixi at a base outside of Jinzhou City. This will not trigger the start of the quest, but talking to him first will unlock a different dialogue option when you talk to Jiu, leading to the quest ending immediately after your conversation with the child.
After talking to Jiu, approach Wulu stationed on one of the staircase platforms heading up to Jinzhou City Hall. He will tell you about Jiu's father, Sixi, who you can talk to about his son's situation.
Visit Sixi at a base outside of Jinzhou City and tell him that his son has been skipping school. This will make him immediately return to Jiu.
Head back to the Jinzhou City Resonance Nexus then listen to Sixi and Jiu's conversation. The quest will conclude after this, effectively removing Jiu from the map, presumably attending school like he should.
