The weapon screen in Wuthering Waves displays various elements that dictate how each weapon works and how it will affect the character you equip it with.

Weapon Level | Increasing your weapon level usually increases various stats for your weapon. |
Ascension Rank | Level milestones are denoted by diamonds underneath your weapon level. Weapons will usually require additional level-up materials when you reach these milestone levels. |
Base ATK | Base ATK dictates how much flat attack stat is added to your character. This stat will usually increase as you level up your weapons to max. |
Secondary Stat | The secondary stat is an extra stat that is specific to that weapon. This stat is increased by levelling up weapons and achieving level milestones. |
Weapon Rank | Weapon ranks increase the stat multipliers in a weapon passive skill. The Weapon rank is increased by "feeding" them duplicates. |
Weapon Skill | The passive skill of a weapon with various effects. Increasing a weapon's ascension rank improves the effect of the passive skill. |
Weapon Levels, not to be confused with Weapon Rank, can be increased by using other weapons as well as weapon energy cores. Increasing a weapon's level also increases its base ATK stat and substat.
Each weapon will be capped at levels 20, 40, 50, 60, 70, and 80. You need to increase your Ascension Rank to keep progressing above those weapon level caps. Each item will have different sets of materials needed to Ascend.
Upgrade weapons in the same menu using the Syntonize function. This lets you increase the Weapon Rank of your weapon, which in turn also improves the effects of the Weapon Skill. The only way you can Rank Up a weapon is by using a weapon of the same name.
The number of ranks gained will depend on the current rank of the item you are using to rank up your selected weapon. Choosing a Rank 4 weapon will immediately bring a Rank 1 weapon of the same name to Rank 5, similarly choosing a Rank 2 weapon will upgrade a Rank 1 weapon to Rank 3.
All weapons cap at Rank 5; choosing, for example, a Rank 2 weapon to upgrade a Rank 4 weapon of the same name, will still yield only a Rank 5 weapon.
There are currently three major ways to get weapons in Wuthering Waves: pulling from the banners, opening chests in the open world, and crafting. Remember that the higher the rarity, the harder it is to get that specific weapon.
Most 4★ rarity weapons and above are obtained from gacha only, while 3★ and below are more common in the overworld.
Most 4★ rarity and above weapons are obtained from the available gacha banners. Players are guaranteed to get a 4★ weapon for every 10 pulls in the banner, with 5★ weapons having increased appearance rates at 80 cumulative pulls.

Treasure chests found in the vast open world of Wuthering Waves can contain 3★ or below rarity weapons. Considering they are commonly found as you explore, expect that you'll get a lot of these during your playthrough.

As you progress through the main campaign, once you reach Jinzhou, you can start crafting some 3★ weapons like the Guardian Set if you have the necessary items, namely Scarletthorns and Indigoites. Over the course of your progression you'll even be able to craft 4★ weapons as well!
