Approach the crowd that has formed by a roof near the City Hall and help the old man standing on top of it. Proceed to talk to him and be given a Zoom Camera at the end of your conversation.

Access your Zoom Camera through the Utility Wheel and equip it on your Utility Button. When in use, make sure that all photo subjects are present within the frame until the lens is highlighted green, then take the photo.

Get on top of the roof that Bowen was previously on, and take a photo of Huabiao Square from that angle. Make sure that you capture the Jinzhou City Nexus Resonance within the frame. Deliver the photo to Bowen once completed.

Follow Bowen to the second location and take a picture of all 3 cats present. The third cat is perched atop a boulder a little higher than the others and can easily be overlooked, so make sure to take a picture of them at a wider angle. Deliver the photo to Bowen afterward.

Finally, Bowen will ask you to take a photo of him with his relatives on the bridge in the shopping district. Present the photo to Bowen and he will hand over the Zoom Camera to you permanently. The quest is completed after your conversation concludes.
