Tunability is a combat mechanic that allows attacks to build up the enemies' Off-Tune Levels.
You can see the build-up progress on the left side of the enemy's HP bar. Once that shield icon is filled, enemies will enter the Mistuned state.

If the Off-Tune level of an enemy is at max, their HP bar will look shattered. Attacking them at this state will cause Tune Break, which lets Resonators deal additional damage to the enemy.
Blue glasses will shatter in front of the enemy as an indicator that you dealt Tune Break to them. This also resets the enemy's Off-Tune Level.
Since Tune Break allows Resonators to deal additional damage if the enemy's HP bar looks shattered, use your strongest attack on the enemy for a deadly combo.

Tunability is a new combat mechanic that'll be released in 3.0. Characters that will be released in 3.0 may have synergy with Tunability!
3.0 Characters, Release Date, and Details
Tunability is featured as a new mechanic in the most recent Tactical Simulacra Event! You can experience this new mechanic firsthand by playing the event.
Despite being featured in the current event, this combat mechanic may have a few differences once it releases in Version 3.0.
Tactical Simulacra: Off Tune Event Guide

Tune Break Skill can be dealt to powerful enemies once they enter the Mistuned state. An indicator for the Tune Break Skill will pop up once you can use it.
Note that dealing Tune Break Skill resets the enemy's Off-Tune Levels.

Tune Break Skill has a lot of uses against powerful enemies. On top of dealing damage, it reduces the enemy's Vibration Strength, and it can interrupt enemy attack combos.
