Xiaoju is located at the foot of Taoyuan Vile. Talk to her in order to initiate the quest and she will tell you about her missing cat Lulu.

Wuthering Waves - Save the World Save the Cat - Find the Missing Cat

Follow the quest marker and retrieve the cat from atop the big tree overlooking Taoyuan Vile. Pick the tabby up and give it back to Xiaoju in order to complete the quest.
