You must finish Flames of Heart first before you can experience the Serendipity Side Quest.

Complete Challenge Zone I

Complete Challenge Zone I

As per our testing, you must progress the Banners Never Fall quest. Once you complete the Challenge Zone I, where you fight two Vitreum Dancers, Serendipity will be automatically unlocked. Unlock conditions seems to be a bit erratic for this quest, but so far this worked for us.

Talk to Buling at the Cable Car Station

Serendipity Location

Head to the Cable Car Station near Capitoline Hill in Septimont and talk to Buling once you see her. The fastest way to do this is by teleporting to the Capitoline Hilltop Resonance Beacon.

Say Goodbye to Buling

Serendipity Buling

As you and Buling enjoy one of Septimont's greatest views, Buling mentions that her vacation is at its end. The two of you talk about what happened in Septimont before parting ways.

I never started the banner never falls event and got the quest after some time.
