Mountain Melodies side quest will be unlocked after completing all Main Story Quests under Chapter 1 Act 7 Thaw of Eons, and is unlocked by speaking with Bing'ge in Hongzhen.

Talk to Xian'ge

Wuthering Waves - Talk to Xiange

Use the Resonance Nexus near Hongzhen and look for an NPC named Xian'ge. Xian'ge will ask for Windchimers, and this unlocks Windchimer Delivery.

Exchange Windchimers to get Items and Resources by talking to Xian'ge after finishing the side quest!
