Phoebe's ascension materials are composed of the Firecracker Jewelweed, and Cleansing Conch, which you can get in Rinascita. You also need Whisperin Core materials which can be obtained from Huanglong. In addition to all of that, you will also need a total of 170,000 Shell Credits to fully upgrade her!

Where to Get Cleansing Conch
Get from Lorelei in Atrium of Reflections
Cleansing Conch is obtained from the overworld boss, Lorelei. Lorelei is located in the Atrium of Reflections within the Nimbus Sanctum region in Rinascita.
You may access the boss without much progress in the story. This boss also only appears at night (18:00 - 06:00). If you go to this boss during the day, you may sit on a chair near the boss area entrance to make it nighttime.

Where to Get Phoebe's Weekly Boss Material
Phoebe's main forte material, Sentinel's Dagger, can be obtained from the weekly boss Jue. This boss is found in the Mt. Firmament area of Huanglong. It should be available via Early Access, but can be unlocked after finishing Chapter 1 Act 7: Thaw of Eons.
