Havoc Bane will be undergoing changes to its effects for Version 2.8, giving it the ability to shred enemy DEF instead!
Negative Status Effects Explained

Havoc Bane initially does not do anything when applied by enemy Havoc DMG attacks. Instead, it will generate stacks of itself on affected targets.

Once the applied stacks reaches the limit of 2, the afflicted Resonator instantly takes a burst of Havoc DMG, and consumes the stacks of Havoc Bane.

When Havoc Bane triggers, it will spread a stack of itself amongst nearby targets, making their other allies vulnerable to triggering the status effect.
Before Chisa can apply Havoc Bane, her enemies must first be marked with Unseen Snare. The easiest way to apply Unseen Snare to enemies is by hitting them with Chisa's Resonance Skill: Once the enemies are marked, they take 1 stack of Havoc Bane everytime they take damage.
