To access this quest, you have to first unlock the parent quest Urban Legend: The Anonymous Inviter. You get invinted to a paranormal club to talk about the weird happenings across Startorch Academy.

Go to the Garden at Midnight

Wuthering Waves - Urban Legend - The Tale Teller Quest Location

To start the quest, head to Startorch Academy at 24:00, and go to the garden to see a couple of students around a Rambling Girl. Get in close enough to trigger a cutscene and listen in on their discussion.

Check on Trembling Student in the Morning

Wuthering Waves - Urban Legend - The Tale Teller - Check on Trembling Student

The morning after, the students can all be found nearby. All, except the Rambling Girl from last night. Talk to the Trembling Girl to overhear the situation.

Note that the game stops tracking the quest when you interact with the group, so be sure to check if you're still following this quest after speaking with the students.

Adjust Time for Faster Clear

For a faster clear, make use of the Clock Function to fast forward the time to sunrise. At least 06:00 should be good to continue this quest.

happen to me too, but then I checked my quest list and tap 'track' on the quest, after that I can interact with the tablet on grass
