To access this quest, you have to first unlock the parent quest Urban Legend: The Anonymous Inviter. You get invinted to a paranormal club to talk about the weird happenings across Startorch Academy.

Urban Legend: The Tale Teller Walkthrough
Go to the Garden at Midnight
To start the quest, head to Startorch Academy at 24:00, and go to the garden to see a couple of students around a Rambling Girl. Get in close enough to trigger a cutscene and listen in on their discussion.
Check on Trembling Student in the Morning
The morning after, the students can all be found nearby. All, except the Rambling Girl from last night. Talk to the Trembling Girl to overhear the situation.
Note that the game stops tracking the quest when you interact with the group, so be sure to check if you're still following this quest after speaking with the students.
Adjust Time for Faster Clear
For a faster clear, make use of the Clock Function to fast forward the time to sunrise. At least 06:00 should be good to continue this quest.
Investigate the Grass
After overhearing the fear from the students, you overhear some noise not far off. Check the grass close by to see what the noise is and finish the Side Quest!

Anonymous 30 daysFor everyone having trouble with the tablet it's because the game auto-untracked your quest after talking to the group. Once you go back to tracking the subquest it will point straight to the tablet to be used.
