Message in a Bottle becomes available after completing the Main Quest, What Yesterday Wept, Today Doth Sing. Its quest marker will appear on your map while exploring Riccioli Islands, an archipelago in the northeast corner of Rinascita.

Talk to Nannerl

Talk to Nannerl
Head to Port of Riccioli to speak with Nannerl. You can find her standing on a wooden platform east of the area's Resonance Beacon.

You will receive Nannerl's Bottle before moving on to the next part of the quest.
Rinascita Resonance Beacon Locations

Go to the Beach

Make your way to the beach further east from Nannerl's position. You'll pass by an Overflowing Palette on the way to the objective.

Put Down the Bottle

Put Down Bottle
Once you get to the beach, interact with the quest marker to put the bottle in the water. Select the bottle when prompted and the quest will end after some dialogue with Nannerl.
