Stagnant Dawn on Wastelands automatically unlocks after completing the previous main quest and the finale of the Rinascita arc, Dawn Breaks on Dark Tides.
Dawn Breaks on Dark Tides Guide
Some users and reports suggests that completing Dawn Breaks on Dark Tides is not necessary to start Stagnant Dawn on Wastelands.
It is however, indicated in the patch notes that Ch. 2 Act 11 is needed, so try to catch up with the story of Rinascita before starting this. The story of Act 11 also happens after the events of Act 11 so it is highly recommended to finish Act 11 before jumping in.

To start the quest, head on over to the Tethys Hub of the Black Shores region. From there, try to find an NPC named Valentina, which can be found in front of a group of Bloom Bearers.

Valentine tells you that they had detected a faint frequency they cannot quite decipher. She tells you to head down to the lower level of the Error Cell, where Shorekeeper is doing computations.
You do not have to move anywhere, as the story automatically takes Rover inside the Black Shores, and all you have to do is go down the stairs and ride the elevator.

After a quick discussion with Shorekeeper, you hear a commotion from the outside. Buling can be seen from afar; approach her to talk about the abnormal frequency she too had noticed.

After a short cutscene, the outline of a city skyline can be seen off the shores of the Black Shores. Talk to Ria to progress the story, but players have the option to talk to two other NPCs for added context.

After inspecting the new phenomenon, a hand drags Rover inside the riift and they get thrown into the city scape getting destroyed. Follow the path amidst the chaos.
You have less than 2 minutes to clear this section, otherwise you will have to start again to the starting line of this section.

There is a lot of hooking and Quick-Time Events in this section of the Main Quest, so make sure to stay sharp once one pops up for your Grappling Hook!

After arriving in the Sonoro safely with the chaos finished, you will have to talk to a total of four NPCs to progress; two Salarymen, and two students in an alternating manner.

After talking to the NPCs about the new location, a voice will call for you to move to where he is. It also points out the Storage Bag you will come across, which unlocks a pouch for Namipon Stickers.

This is where the Namipon Sticker system is unlocked in the Honami City Sonoro Sphere. These will augment your characters as they battle the Tacet Discords inside the Sonoro.

Make your way into the plaza up the escalators, and you will have to fight some more TDs after a quick cutscene of them spawning out of nowhere.

This battle will introduce a mechanic called Stability, which seems to be currently exclusive to the Honami City Sonoro. Getting hit by Tacet Discords, especially crystallized ones, will lower your character's Stability bar.
If it reaches 0, your current exploration will be terminated and you will lose all items currently in your Namipon Stickers Storage Bag .

Follow the path forward after defeating the previous group of Tacet Discords, where you will encounter some crystallized ones. These will drain your Stability bar much faster on each hit, so make sure to dodge and parry when you can!

Just before the next TD fight, Rover will come cross Sparkling Water on the ground. Hit it to restore HP and Stability to your character on the field.
They will be scattered across Honami when you get to exploring more of the new area, so keep that in mind!

Once you make it to a safe place with Chisa's help, talk to her and Namipon while you are in Shashou Cafe.
Chisa can be found near the entrance of the cafe besides a capybara. Namipon can be found just near her, besides a coffee machine on the tabletop counter.

After talking to both Chisa and Namipon, head to the back of the cafe and interact with the clock found in the table shelf. This gives a bit of a backstory to Honami City.

When you're ready to go, just interact with the table at the back of the cafe with a shinging capybara sign.
This is a unique part of of the Honami City Sonoro exploration during this Main Quest, where you will have to make preparations before heading out. This is further explained in the permanent event Stranger Things in Honami.
Stranger Things in Honami Event Guide

Once exploration begins, you are immediately thrust into combat against Tacet Discords, whom are all going after Namipon. Protect him from having his Stability lowered by defeating a number of TD waves.

Continuing your current exploration, you will encounter some members of the Fractsidus that are operating an odd machine. Defeat them all to continue.

Aftet defeating the Fractisidus head to where Namipon is pointing, which leads into Meishin Passageway. You will have to protect Namipon from TDs again as it collects Longings.
Afterwards, you and Chisa overhear a voice calling for help, which you two immediately try to help out a citizen from his injuries.

After helping out the citizen who eventually disintegrates, check up on Chisa to see if she's doing alright.
Afterwards, talk to Bowtie Butler—the capybara wearing a maid uniform—to clean up the cafe.

Another part of the Stranger Things in Honami Event is unlocked here in Cafe Decor. This allows players to customize the appearance of Shashou Cafe.

Follow the detective capybara and Namipon to the next area, which then leads to an area that is riddled with Light Irideglow Crystal. Approach the area to split the Crystal from the objects.

In the next area for your location, check out the Clock and the Amber as prompted in the story.

Later on after a lengthy cutscene, you can take a break from the quest for a bit if there is something you have to do, like some Dailies or some of the endgame content like Whimpering Wastes or Tower of Adversity.

After Nampon lets Rover and Chisa that the way to Neon Tower is cleared, the first thing you immediately do is to examine and Split Irideglow Crystals like you've done before in this Quest.
Go inside portals provided by Sumika, and simply continue splitting Irideglow Crystals for about two more times.

After getting separated from Chisa when the Sonoro sliced again, check out the research record in one corner of the room when the game prompts you to.

A cutscene plays after the checking the records, which needs Rover to chase after it. Follow the path to continue to the source of the Lament.
Getting to a certiain platform, you will have to eliminate the Tacet Discords blocking your way.
Once you get into the city's depths, an automatic running section will begin. You will have to dodge obstacles and avoid hurdles by moving to the side.
Try not to get hit with the cars flying at you. It will not deal damage, but it is will make the Rover stumble.
After the running section is a flight section. This is somewhat easier compared to the running section, but just keep strafing left and right to avoid getting slowed down by building appearing from above and below.

After the Rover manages to get to the tower to face the Tacet Discord, the perspective switches to Chisa. Simply follow the story beat, and head towards the podium to introduce herself to her classmates.

After the introduction of Chisa's backstory about her school setting before getting trapped in the Honami City Sonoro, more background is revealed about her overclocking condition.
Walk towards her old schoolmates to learn more about how they felt after being saved by Chisa.

With Chisa managing to come back to Rover's side, the two of them now have to take down the root cause of the loop in the Sonoro Sphere—the Elegy of the Fallen: Chronorift Yakujin.
Beat the Tacet Discord, and consider this Quest finished after a couple of lengthy cutscenes!

Lahai-Roi Information: Is it the Next Region?

Due to the unique introduction of the Honami City Sonoro Sphere, the map function is disabled for most of the Main Quest. The only area in Honami City you can access the map during the Main Quest is the Chronorift Metropolis when you're near Shashou Cafe.
