Phoebe enters the field as a unique Spectro DPS as she is the first to lean into her element's status debuff, Spectro Frazzle. Her Confession state allows her to apply it very well, while her Absolution state grants her better damage.

While her own damage in Absolution is good, there is currently no other Resonator that can exploit Spectro Frazzle in the game. It is also difficult to buff Spectro Frazzle's damage, making her application of it niche in use. Overall, she's a respectable Spectro DPS with potential for a new playstyle in the future.

Phoebe is first limited character that enables the use of a Negative Status effect: Spectro Frazzle. She can perfectly use the new echo set, Eternal Radiance, and can proc Spectro Frazzle while on-field and off-field.

Her Heavy Attacks are her main source of damage, so look for Heavy Attack DMG substats. Then, go for Energy Regen substats if you can, as she also likes having access to her Resonance Liberation. It's one of her biggest damage attacks that can apply lots of Spectro Frazzle.

Phoebe Best Weapon Explained

Luminous Hymn is by far the best weapon for Phoebe mostly because it increases the Basic and Heavy ATK damage of Phoebe whenever against anyone affected by Spectro Frazzle while also providing Spectro Frazzle amplification after using her Outro Skill. Other 5-star weapons like Stringmaster or Cosmic Ripples can work as well, if you have them. In addition, the battle pass weapon Variation is great too, as long as you use Phoebe's Liberation before doing her combos. If you're completely free to play, you may use the free limited-time event weapon, Ocean's Gift, or the craftable rectifier that Waltz in Masquerade. Both of those improves damage while an enemy is affected by Spectro Frazzle so it will work well with Phoebe.

The best team composition for Phoebe is one that includes characters that benefit from Spectro Frazzle application. So far, only Rover (Spectro) fits the bill for this, making them a free-to-play synergistic Resonator for Phoebe!

For the healer/support of the team, we suggest going with Shorekeeper or Verina but if you want to go completely free-to-play Baizhi is the next best option.

General Rotation

1	Start the battle with Shorekeeper and cycle through her kit, ending with her Resonance Liberation to summon her Stellarealm.
2	Once the Concerto Gauge is maxed out, switch over to Rover (Spectro) to activate their intro skill and upgrade the Stellarealm.
3	Charge the Concerto Gauge back up using the Rover's optimal combos, applying Spectro Frazzle in the process. Finish up by swapping to Phoebe when her icon starts to glow.
4	After Phoebe's Intro Skill upgrades the Stellarealm to its final level, open with Phoebe's Resonance Skill and Echo Skill to set herself up.
5	Then, enter Absolution mode by holding down the Normal Attack input. Afterwards, unleash Phoebe's Resonance Liberation if it's available.
6	In Absolution mode, chain together Phoebe's Basic Attacks to upgrade and use her Heavy Attack: Starflash until she's out of Forte Gauge.
7	Make sure the Concerto Gauge is charged, then swap back to Shorekeeper to detonate the Stellarealm. Repeat until all enemies are defeated.

Alternatively, players can let Rover (Spectro) take on the role of the support to enable Phoebe, and play for a double-DPS team with someone like Changli, who is capable of a quickswap playstyle.

The team is more fragile, since Rover's healing is limited. However, it brings the damage potential of two high-caliber DPS units to the table for beating down content as fast as possible.

1	Open with Rover (Spectro) to apply Spectro Frazzle on enemies, then use their Resonance Skill once they have more than half of their Forte Gauge to apply Shimmer.
2	After applying sufficient Spectro Frazzle stacks and Shimmer with the Rover, switch to Phoebe and use her Resonance and Echo Skills.
3	Enter Absolution by holding down the Normal Attack input, then use her Resonance Liberation if it's available.
4	Use Phoebe's Basic Attack chain into Heavy Attack: Starflash until Phoebe's used up her Forte Gauge.
5	During the animation of Phoebe's last Heavy Attack: Starflash, switch to Changli to minimize the downtime between DPSes.
6	With Changli, go through her optimal combos to maximize her damage on-field in the shortest amount of time. Switch back to Rover once Changli has used up all her resources.
7	Repeat until all enemies have been defeated.

Note that the video above is sped up, and that Phoebe's Forte Gauge allows her to do 2 or 4 Heavy Attack: Starflashes depending on her state.

①	Open with her Intro Skill, followed by her Resonance Skill to activate the Ring of Mirrors. Reactivate the Resonance Skill to teleport into it if you aren't in the ring's range.
②	Enter either the Absolution state by holding down Normal Attack, or the Confession State by holding down Resonance Skill.
③	Use Phoebe's Resonance Liberation if it is available, then start pummeling the enemy with her Basic Attack 1, 2, and 3 into Heavy Attack: Starflash. Do this until she runs out of Forte Gauge.
④	Once she's out of Forte Gauge, ensure that you have enough Concerto Energy to activate her Outro Skill for more damage, or Spectro Res Shred based on what mode she's in.

Swaps Between Two States in Battle

Phoebe's core mechanic is switching between the Absolution and Confession states when the Prayer Bar under her Forte Gauge is full. Holding down a Normal Attack triggers the former, while holding Skill activates the latter.

The Prayer Bar will charge passively over time, even while Phoebe is off-field. When it's full, Phoebe's Normal Attack and Resonance Skill icons will start glowing.

Can Only Swap if Forte Gauge is Empty

Note that you can only swap between states when Phoebe's Forte Gauge is empty. This is separate from her Prayer Bar, which will continue to charge even while Phoebe's Forte Gauge isn't empty yet.

This also means that Phoebe cannot regain Forte Gauge until she empties it fully, as she only gains Forte Gauge by entering either of the two modes.

Absolution Increases Personal Damage

In the Absolution mode, Phoebe's damage multipliers are increased for most of her skills. This means that for maximizing her own personal damage, you want to fight in Absolution mode.

Confession Enables Spectro Frazzle

On the flipside, Confession mode greatly enhances Phoebe's Spectro Frazzle application. She can quickly stack it up in this mode, so use Confession to enable Spectro Frazzle-related buffs or abilities.

Forte Gauge Enhances Heavy Attacks

When entering either mode, Phoebe's Divine Voice Forte Gauge fills up to the max. She uses it to activate her Enhanced Heavy Attacks, consuming different amounts of it based on what mode she's in.

Skill Changes Basic Attack Effects

Using Phoebe's Skill will generate a Ring of Mirrors that changes Phoebe's Basic Attacks. Outside of the ring, her attacks will pull enemies in the ring to its center. If she's inside, they instead do more damage.

Phoebe can Teleport to her Ring of Mirrors

Note that if you are outside of the Ring of Mirrors, you can teleport into it by recasting Phoebe's Resonance Skill.

Liberation Can Do Damage or Apply Spectro Frazzle

Phoebe's Resonance Liberation is also affected by what state she's in. Absolution will largely boost the damage multiplier of the attack, while Confession allows it to apply 8 stacks of Spectro Frazzle.

This is Phoebe's main damage-dealing combo, looking to enter the Absolution state to increase her damage multipliers.

Make sure you're in her Resonance Skill's Ring of Mirrors when doing the latter parts of the combo. If you aren't, remember that you can recast her skill first to teleport into the ring, then do the rest of the combo.

Summon a Ring of Mirrors at the target location, making the target hit stagnate for 2s and dealing Spectro DMG. The stagnation effect can be applied to 12 targets max for each Ring of Mirrors. Using Resonance Skill again shortly after the summoning teleports Phoebe to the Ring of Mirrors' location, dealing Spectro DMG. Unable to teleport if Phoebe is too far from the Ring of Mirrors. Ring of Mirrors: - Ring of Mirrors lasts for 30s. S2	A Boat Adrift in Tears When in Absolution, DMG dealt by Outro Skills to targets with Spectro Frazzle is Amplified by 120%. When in Confession, Silent Prayer grants 120% more DMG Amplification for Spectro Frazzle.
S3	Daisy Wreaths and Dreams When in Absolution, the DMG Multiplier of Heavy Attack Starflash is increased by 91%. When in Confession, the DMG Multiplier of Heavy Attack Starflash is increased by 249%.
S4	Ringing Bells on Wings Aloft When Basic Attack, Basic Attack Chamuel's Star, Dodge Counter, or Chamuel's Star Dodge Counter hits, the target's Spectro RES is reduced by 10% for 30s.
S5	Prayer to the Distant Light Casting Intro Skill Golden Grace increases Phoebe's Spectro DMG Bonus by 12% for 15s.
S6	Whispering Chirps in Silence Targets entering the Ring of Mirrors are stagnated for an additional 2s. The stagnation effect affects all targets entering the Ring of Mirrors and can be applied to 12 targets max for each Ring of Mirrors. Each target will only be affected by this effect once. When in Absolution or Confession, summoning a Ring of Mirrors with Resonance Skill increases Phobe's ATK by 10% for 20s, and triggers an extra Heavy Attack Starflash at the Ring of Mirrors' location. This Heavy Attack Starflash does not consume Divine Voice and is not considered casting a Heavy Attack.
