Phoebe enters the field as a unique Spectro DPS as she is the first to lean into her element's status debuff, Spectro Frazzle. Her Confession state allows her to apply it very well, while her Absolution state grants her better damage.
While her own damage in Absolution is good, there is currently no other Resonator that can exploit Spectro Frazzle in the game. It is also difficult to buff Spectro Frazzle's damage, making her application of it niche in use. Overall, she's a respectable Spectro DPS with potential for a new playstyle in the future.

Phoebe is first limited character that enables the use of a Negative Status effect: Spectro Frazzle. She can perfectly use the new echo set, Eternal Radiance, and can proc Spectro Frazzle while on-field and off-field.
Her Heavy Attacks are her main source of damage, so look for Heavy Attack DMG substats. Then, go for Energy Regen substats if you can, as she also likes having access to her Resonance Liberation. It's one of her biggest damage attacks that can apply lots of Spectro Frazzle.

Luminous Hymn is by far the best weapon for Phoebe mostly because it increases the Basic and Heavy ATK damage of Phoebe whenever against anyone affected by Spectro Frazzle while also providing Spectro Frazzle amplification after using her Outro Skill. Other 5-star weapons like Stringmaster or Cosmic Ripples can work as well, if you have them. In addition, the battle pass weapon Variation is great too, as long as you use Phoebe's Liberation before doing her combos. If you're completely free to play, you may use the free limited-time event weapon, Ocean's Gift, or the craftable rectifier that Waltz in Masquerade. Both of those improves damage while an enemy is affected by Spectro Frazzle so it will work well with Phoebe.

Phoebe have two free-to-play weapons available in the game: the event-limited Ocean's Gift from Old Man and the Whale or the craftable Rinascita rectifier Waltz in Masquerade. If you do not have Ocean's Gift because you missed the event, you may use Waltz in Masquerade.

The best team composition for Phoebe is one that includes characters that benefit from Spectro Frazzle application. So far, only Rover (Spectro) fits the bill for this, making them a free-to-play synergistic Resonator for Phoebe!
For the healer/support of the team, we suggest going with Shorekeeper or Verina but if you want to go completely free-to-play Baizhi is the next best option.
1 | Start the battle with Shorekeeper and cycle through her kit, ending with her Resonance Liberation to summon her Stellarealm. |

Alternatively, players can let Rover (Spectro) take on the role of the support to enable Phoebe, and play for a double-DPS team with someone like Changli, who is capable of a quickswap playstyle.
The team is more fragile, since Rover's healing is limited. However, it brings the damage potential of two high-caliber DPS units to the table for beating down content as fast as possible.

Phoebe's core mechanic is switching between the Absolution and Confession states when the Prayer Bar under her Forte Gauge is full. Holding down a Normal Attack triggers the former, while holding Skill activates the latter.
The Prayer Bar will charge passively over time, even while Phoebe is off-field. When it's full, Phoebe's Normal Attack and Resonance Skill icons will start glowing.
Note that you can only swap between states when Phoebe's Forte Gauge is empty. This is separate from her Prayer Bar, which will continue to charge even while Phoebe's Forte Gauge isn't empty yet.
This also means that Phoebe cannot regain Forte Gauge until she empties it fully, as she only gains Forte Gauge by entering either of the two modes.
In the Absolution mode, Phoebe's damage multipliers are increased for most of her skills. This means that for maximizing her own personal damage, you want to fight in Absolution mode.
On the flipside, Confession mode greatly enhances Phoebe's Spectro Frazzle application. She can quickly stack it up in this mode, so use Confession to enable Spectro Frazzle-related buffs or abilities.
When entering either mode, Phoebe's Divine Voice Forte Gauge fills up to the max. She uses it to activate her Enhanced Heavy Attacks, consuming different amounts of it based on what mode she's in.
Using Phoebe's Skill will generate a Ring of Mirrors that changes Phoebe's Basic Attacks. Outside of the ring, her attacks will pull enemies in the ring to its center. If she's inside, they instead do more damage.
Note that if you are outside of the Ring of Mirrors, you can teleport into it by recasting Phoebe's Resonance Skill.
Phoebe's Resonance Liberation is also affected by what state she's in. Absolution will largely boost the damage multiplier of the attack, while Confession allows it to apply 8 stacks of Spectro Frazzle.

Using Resonance Skill again shortly after the summoning teleports Phoebe to the Ring of Mirrors' location, dealing Spectro DMG. Unable to teleport if Phoebe is too far from the Ring of Mirrors.
Ring of Mirrors: - Ring of Mirrors lasts for 30s.
