Phoebe is a unique Spectro DPS or Sub-DPS that makes use of an attribute debuff: Spectro Frazzle. Her Confession state allows her to apply it very well (Sub-DPS), while her Absolution state grants increased damage when an enemy has Spectro Frazzle.
This dual usage makes Phoebe one of the most flexible units in the game. She can work as a Frazzle DPS or a Frazzle Sub-DPS depending on which team you are running her in.

Phoebe is the premier Spectro Frazzle Sub-DPS when using her Confession State. Her personal damage is also not negligible, so Eternal Radiance is a great choice for when you need to deal damage even outside of her more DPS-oriented Absolution state.
The rotation for Sub-DPS Phoebe will require her to use her Liberation during her rotation so having enough ER is important. We strongly suggest achieving 125% to 130% Energy Regen via Substats only to keep her DPS-oriented stats intact.

Phoebe is the first limited character that enables the use of a Negative Status effect: Spectro Frazzle. She can perfectly use the Echo set, Eternal Radiance, and can proc Spectro Frazzle consistently.
When building her as a DPS, balance her Crit. Ratio while looking for Heavy Attack DMG substats given she primarily scales off it. Then, aim for Energy Regen for consistent rotations with her Liberation.

Luminous Hymn is by far the best weapon for Phoebe in any of her builds, as it increases her Basic and Heavy ATK damage whenever Spectro Frazzle is applied to enemies. Other 5-star weapons like Stringmaster or Cosmic Ripples can work, but are mainly used for their stats and general buffs.
For 4-star weapons, Variation is great, as long as you use Phoebe's Liberation before doing her combos. For full F2P, Ocean's Gift or Waltz in Masquerade are both decent options.

Phoebe is best paired with Zani, as she is the premier Spectro Frazzle applicator unmatched for her fast stacking capabilities. Zani relies a lot on Spectro Frazzle stacks for her Liberation, so we suggest making Phoebe the sub-DPS for this comp.
For the third slot, Shorekeeper remains to be the best healer-support for her general DMG and healing buffs. That said, you can replace her for other supports like Verina to free her up for other teams.

For a DPS Phoebe team, Spectro Rover is essential to have for their Spectro Frazzle application. You must run Phoebe in her Absolution state, so she cannot apply stacks on her own. As for the healer, use Shorekeeper if you have her given her massive utility, although Verina or Baizhi are also viable options.

Phoebe's core mechanic is switching between the Absolution and Confession states when the Prayer Bar under her Forte Gauge is full. Holding down a Normal Attack triggers the former, while holding Skill activates the latter.
The Prayer Bar will charge passively over time, even while Phoebe is off-field. When it's full, Phoebe's Normal Attack and Resonance Skill icons will start glowing.

Note that you can only swap between states when Phoebe's Forte Gauge is empty. This is separate from her Prayer Bar, which will continue to charge even while Phoebe's Forte Gauge isn't empty yet.
This also means that Phoebe cannot regain Forte Gauge until she empties it fully, as she only gains Forte Gauge by entering either of the two modes.

In the Absolution mode, Phoebe's damage multipliers are increased for most of her skills. This means that for maximizing her own personal damage, you want to fight in Absolution mode.

On the flipside, Confession mode greatly enhances Phoebe's Spectro Frazzle application. She can quickly stack it up in this mode, so use Confession to enable Spectro Frazzle-related buffs or abilities.
When entering either mode, Phoebe's Divine Voice Forte Gauge fills up to the max. She uses it to activate her Enhanced Heavy Attacks, consuming different amounts of it based on what mode she's in.
Using Phoebe's Skill will generate a Ring of Mirrors that changes Phoebe's Basic Attacks. Outside of the ring, her attacks will pull enemies in the ring to its center. If she's inside, they instead do more damage.
Note that if you are outside of the Ring of Mirrors, you can teleport into it by recasting Phoebe's Resonance Skill.
Phoebe's Resonance Liberation is also affected by what state she's in. Absolution will largely boost the damage multiplier of the attack, while Confession allows it to apply 8 stacks of Spectro Frazzle.

This is Phoebe's main Spectro Frazzle applicator combo which can be accessed through her Confession state.
Make sure you are holding the Resonance Skill button to activate her Confession state, and you'll know you're in the correct state if your Forte Gauge is dark blue in color.
To maximize the Frazzle stacks she apply, be sure to use her Resonance Liberation within the same combo hence why it is important to have enough ER if you're running Phoebe as a Sub-DPS.

Phoebe's Ring of Mirrors stagnates enemies caught inside on cast, and if she attacks while outside of the ring, her Basics will actually pull them to the center of it. Use this to group enemies up for follow-up attacks.
