How to Unlock Answers Only the Wind Knows
Go to Startorch Academy's Teaching Zone and Find Rubia
Go find Rubia, and her robotic pal, Pikjo having a conversation in the center of the bridgeway of Startorch's Academy Teaching Zone. She will be telling you to talk to both Eria and Sena on the bridge.
Quest is Hidden and Does Not Appear on Logs
Do note that this quest is hidden and will not appear on your quest log nor are there any tells that the quest is active. The quest will only officially begin once you finish talking to Rubia.
Answers Only the Wind Knows Walkthrough
Talk to Both Sena and Eria On the Bridge
To properly continue the quest, you can talk to both Sena and Eria, both across each other on the bridge. Finish their conversations then return to Rubia afterwards.
Talk to Rubia About Sena and Eria
You can then talk to Rubia to learn of the potential solution to solve the issues between the two, telling you that you only need to wait before both can become well with each other.
Set the In-Game Clock 2 Days Later at 21:00
Once the conversation with Rubia is over, set your clock 2 Days Later at 21:00 to skip the waiting part.
Set the Clock Immediately If You Wish to Skip Story
Alternatively, you can just immediately set the clock to 21:00 as soon as you talk to Rubia for the first time. This allows you to skip the conversations with Sena and Eria at the cost of story context.
Find Sena and Eria at the Bridge Again
After waiting, head slightly north of Rubia's original location to find Sena and Eria overlooking the bridge near a chair and a flower receptacle. Interact with them to hear their conversation and them being back with each other, concluding the quest.
Rubia and the robots themselves is nearby which you can talk to and get details about what happened.

Answers Only the Wind Knows is a secret side quest in Wuthering Waves 3.0 available after reaching Lahai-Roi and talking to Rubia in Startorch Academy's Teaching Zone.
Make sure to progress Chapter 3 Act 1 up until you get the Expedition Motorbike to ensure their appearance.
