You may fast travel to the Huanglong-Central Plains-Tiderise Cliff Resonance Beacon and head to the small village it's located in. You will find the torn page on a shelf outside one of the houses.

Fast travel to the Huanglong-Central Plains Resonance Beacon directly atop Taoyuan Vale and find the torn page within the village, on top of some crates outside a house.

How to Unlock Tales of the Past and Present: Central Plains
Find All Torn Pages in the Central Plains
Unlocking this Side Quest requires you to first find all torn pages of a research paper scattered across different areas within Central Plains. You can collect them in no particular order, and will immediately unlock the Side Quest upon retrieval of the last page.
Tales of the Past and Present: Central Plains Walkthrough
Deliver Torn Pages to the Storyteller
Return to Jinzhou City and follow the quest marker to the Storyteller. After delivering all torn pages to him, he will reconstruct it into a completed book and hand it over to you, thus completing the quest.
