Shadow of the Towers: Command Rise automatically unlocks after players finish the Resounding Rise and Twilight Rise quests under the Shadow of the Towers questline.
Go to the quest marker to meet with Insula and Itzel. Afterward, use flight to head to Commanding Rise's entrance and enter.
Once inside, follow the quest marker leading to a group of apparitions and, eventually, three floating bookcases. Defeat any TDs and open up any chests found along the way.
Consecutively grapple to these bookcases while avoiding the lasers to proceed to the upper level. Avoid falling during this and any future parkour moments since the walls are unclimbable, forcing players to repeat the entire route to go back.
Proceed to the open area and fight the Abyssal Patricius. Get its health low enough until it flees. After it does, go through the open pathway and grapple to the bookcases to go to the next level.
Head to the left, use the grapple hook to bring out the bookcases, and wall-run on them. Again, be careful not to fall to avoid any setbacks. When at the last bookcase, prepare to press the tool key to grapple and land on the platform.
Players will go through two more wall-run segments to fight the Abyssal Patricius. The second has more quick-time events using the grapple, and the third requires players to dodge lasers.
Head to where the Abyssal Patricius is and fight it again until it flees. When it does, open the chest nearby and head to the final boss room.
Move to the other side of the group of the Electro Predators. To do this while avoiding damage, spam the dodge key whenever projectiles are fired and continue sprinting when they are reloading.
Once on the other side, grapple to the nearby Wingray to go to another platform, wait for the elevator to be unlocked, and ride it. After coming out, go to the right and consecutively use the grapple hook to go to the opposite platform.
Once there, use and manipulate the chandeliers to move to other chandeliers or platforms, progressively going up to the top floor. Once there, players may talk to Insula and Itzel before heading to the boss room portal.
Defeat the Abyssal Patricius with the help of Itzel and Insula. Note that unlike the boss fights in the previous towers, the Abyssal Patricius has clones, and attacking them will not lower its HP bar. When its HP gets down enough, it will teleport away and blind the players temporarily to make them lose track of it.
To know the real one, observe whichever one Itzel and Insula are attacking, as they do not attack the clones. Additionally, the real one will usually be farthest from the player. If the clones are a hindrance, quickly attack to immobilize them, as they have low vibration strength.
Once it is defeated, open the premium supply chest and head into the blue portal. Then, talk to Itzel and Insula to finish the quest.

I didn't get the "King of Thessaleo" achievement when finishing the quest, is there any condition that needs to be fulfilled?
