Rover (Aero) is a free character that can be unlocked after completing the Main Quest called The Maiden, The Defier, The Death Crier in Chapter 2 Act IV. You have to progress through Rinascita's main questline to unlock and start this quest.
Once unlocked, you can easily switch from Rover (Spectro) to Rover (Aero) in the Resonator Menu.

Aero Rover is a sub-DPS support hybrid that performs decent in niche Aero teams, and is best paired with Negative Status applicators such as Ciaccona and Phoebe to provide buffs to the entire team.
In Aero Erosion teams, Aero Rover is currently the best support healer in the game as they are exclusively the only character able to increase the max Erosion stacks that can be applied to enemies.
They are best paired with Cartethyia, as her Inherent Skill provides a unique interaction specifically to add Windstrings to Rover's Resonance Liberation and increase their overall healing capabilities.

Aero Rover in this build is focused on being a sub-DPS with some healing capabilities, as they provide some damage through their quick internal kit rotations and utilization of Aero Erosion while giving multiple healing opportunities with Cloudburst Dance and his Resonance Liberation.
Windward Pilgrimage on them is the ideal Echo set as it maximizes their Aero Erosion mechanic and increases their own damage dealt.
As Rover (Aero) converts all negative effects to Aero Erosion and increases the max stacks that can be applied, this set significantly buffs their kit for an overall increase in team damage potential.

Bloodpact's Pledge is the best-in-slot for Rover as the 5-star weapon is tailor-made for their kit. Some of the passives only work if Aero Rover is the one using the weapon, and with it being unlockable for free once players finish Chapter 2 Act 4 of the Main Quest, there is not much reason to go for any other weapon.
That being said, alternative options would be the 5-star weapons Blazing Brilliance and Emerald of Genesis as Rover benefits from the high stats provided while also making use of the Res. Skill and ATK buffs, respectively.
As for 4-star weapon options, Fables of Wisdom and Commando of Conviction are decent choices for Rover as they can benefit from the weapon effects.

Aero Rover's best team is with Cartethyia and Ciaccona as they fully utilize each others' kits by maximizing the Aero Erosion mechanic. Rover (Aero) is able to increase the maximum limit of Aero Erosion stacks applied, benefitting other units in the team.
Ciaccona, a premium Aero Erosion unit, is ideally the best sub-DPS in this team as she greatly amplifies both Aero DMG and Aero Erosion DMG.
Lastly, Cartethyia is the best Aero Erosion DPS in the game, being able to apply Aero Erosion DMG and buffs to herself. Furthermore, her Inherent Skill also has a special interaction with Aero Rover that adds Windstring generation to their Liberation.

Aero Rover works well with Jiyan and Ciaccona together, making up a full Aero team. This team is able to utilize Aero Erosion to some extent, dealing damage-over-time and providing DMG buffs to the entire party.
Ciaccona synergizes well with Rover, being able to buff each others' kits and maximizing each other's potential.
Whereas, Jiyan is a straight-forward DPS that benefits from the combined Aero DMG buffs provided by Ciaccona and Aero Rover.

Rover's kit revolves around their windstrings to unlock Unbound Flow, their main source of damage. Unbound Flow is easy to achieve as it requires them to get 120 stacks in total.

Rover provides healing through two parts of their kit. Resonance Skill, Cloudburst Dance heals for two times throughout the mid-air combo and is easy to do. On the other hand, Resonance Liberation provides instantaneous healing when casted, while also providing damage.
In most situations, Rover will be able to utilize both of these healing sources in their skill rotations as it requires little time to make use of their kit to maximize it.

Unbound Flow is Rover's main damage source and can be utilized in two ways. Unbound Flow can be casted two times while on-field, with the second stage providing high damage.
While this is a good way to use the skill, players can automatically trigger the second stage by swapping to a different Resonator. We recommend utilizing Unbound Flow this way instead of being on-field as it maximizes DPS with a dedicated damage dealer having more up-time on-field.
Rover provides utility to teams that use Negative Effects to deal damage against enemies. With their mid-air Resonance Skill, Skyfall Severance, all stacks of other debuffs on enemies are converted to Aero Erosion. This makes Aero Rover a good and fast applicator of Aero Erosion.
Furthermore, their Outro skill increases the maximum possible stacks on enemies, increasing damage potential. Players should note, however, that Rover cannot apply Aero Erosion on their own, and should have another Resonator on the team that can provide stacks to them.

Aero Rover's combo is easy to do as it focuses on maximizing Windstrings and provide healing to the team as quickly as possible. Enter combat with Intro Skill to automatically get 20 Windstrings. As each rotation of Cloudburst Dance generates 50 Windstrings and heals all Resonators, casting it two times is optimal for Aero Rover.
Cast Resonance Liberation to provide another instance of healing and damage. Once max stacks are available, use Resonance Skill and immediately swap out of combat. This is Rover's optimal combo and is ideal for quick-swap teams.
