West of the Atilius Canyon
The Scourgewings Iaen and Isth can be found in the western area of the Atilius Canyon in the Sanguis Plateaus. They will be here with Tulia, the NPC encountered during their questline.

Before the Scourgewings appear in the Sanguis Plateaus, players will have to complete three prerequisite quests to free the dragons and watch them rejoin each other.
