Out of all the fish that can be found in Wuthering Waves's Version 2.1 fishing minigame, Fish No. 70 in the Index is the hardest one to find. Check out how to find this elusive fish, and where is it found within Riccioli Islands!

How to Catch Draco Cobia
Begin Sailor's Treasure Quest
A key part in finding the Draco Cobia location is to first complete the Sailor's Treasure Quest. This Side Quest only unlocks after completing the main Event Story, Old Man and the Whale!
The Sailor's Treasure Quest Guide
Get Map Fragments
The Sailor's Treasure Quest is the first one to give a Reyes Map Fragment. The other parts are scattered across the Riccioli Islands, and can be found by interacting with Crab Shrines.
These Shrines will reward the player with a Supply Chest after giving the proper materials. They can be found just around the vicinity of the Shrines.

Finding the following pieces can be done in any order. The most important thing is to get all three of them among the various Crab Shrines found in Riccioli Islands.
Get Mysterious Complete Treasure Map
After getting the fourth Reyes Map Fragment, the four pieces automatically combine into the Mysterious Complete Treasure Map.
Complete Legend: Leviathan Loyalist Request
Upon using the complete Treasure Map, use it to reveal the location of the Treasure. Afterwards, Fast Travel to the Reyes Ruins port. The Common Request will appear once you arrive. You can then catch it northeast of Reyes Ruins in it's own Legendary Fishing Spot.

Reyes Ruins After Completing Sailor's Treasure
The official Index entry for Draco Cobia says it is found in Serene Bay, but the location of its Fishing Spot for the Legend: Leviathan Loyalist Request is actually found on the northern side of Reyes Ruins.
