Get Max Data Hub Level
Unlocking Tambourine Duo will require you to progress to Data Hub level 5 in Retro Game Collector. You can do this by delivering 3 KU-Cass Cartridges to KU-Cass in Tethys Hub.
West of Eidoscope
After unlocking Alptop Champion, it will be located west of Eidoscope in Tethys Deep. It will always be at Level 120 no matter your SOL3 Phase Level.
