Obtained by Defeating Rocksteady Guardian
You can get a Rocksteady Guardian from defeating one in the wild. These enemies are tougher than common enemies and have a Vibration Strength bar. You can find these enemies scattered around the world. It's also possible to get this Echo from Tacet Field Cleanups.
Find Phantom Near Withering Frontline or Tower of Adversity
Phantom: Rocksteady Guardian can be found around the Withering Frontline, south of the Thundering Mephis. Absorbing it will reward the Do You Believe in Light? trophy.
Another Phantom: Rocksteady Guardian location is on the island north of the Tower of Adversity. Phantoms are rare, so you may need to check in daily or visit other worlds in multiplayer.
