To unlock the Puppet Theater Stall, you need to complete the Wish Upon the Moon III lodge tale. You will need 80000 Operation Funds to build this stall, so be sure to stock up on those!

Go to the Puppet Theater and meet up with Yinlin. She will ask your help in purchasing ready-made puppets in Jinzhou.
After buying the puppets from the souvenir shop in Jinzhou, head northeast to eavesdrop on some exiles.
After eavesdropping, head to the marked meeting spot between 2 to 4 AM. Pass the time whenever you need to.
After a cutscene, defeat the TDs. Another cutscene will ensue then afterwards, the quest will be complete.
Completing Puppet Theater's side quest will unlock Yinlin as your companion for the By Moon's Grace stall event.
