To unlock the Fireworks Shop Stall, you need to complete the Wish Upon the Moon II lodge tale. You will need 30000 Operation Funds to build this stall, so be sure to stock up on those!

After building the Fireworks Shop, go to the stall west of the Moon-Chasing Festival stall. The stall owner, Xisha, will ask your help in building fireworks. To help you out in this task is none other than Encore herself!
Look for the ingredients needed for Xisha's fireworks nearby. It will be called "Flarepowder" and its located behind a house. Then, head to the nearby bonfire to get another ingredient, the "Low-frequency Charcoal".
After testing it out, return to Xisha to deliver the collected ingredients.
The area east of Taoyuan Vale, which is just across the river, is the area you need to go for fireworks testing. You will throw the fireworks on a pile of crates to test its power.
The explosion is great enough to attract TDs. Defeat them then return to Xisha to complete the quest.
Completing Fireworks Shop's side quest will unlock Encore as your companion for the By Moon's Grace stall event.
