Omar's motorcycle is found north of the Research Outpost and can be found simply by following the main road.
Optional: Talk to Omar Beforehand
You may also talk to Omar before looking for his motorcycle to get some more context on why it is missing. Note that Omar will switch locations after finding his mortorcycle.
