For this battle, the best Deck to use is a Slow Start Deck, using Cantaerlla for Tactics and Feilian Beringal as the Core Echo.
We rated this Deck as one of the best, if not the overall best Deck to run in Peaks of Prestige.
Best Decks in Peaks of Prestige TCG

Calcharo will summon multiple Cost 1 units on the field, as part of his strategy to get Hecate on the field as soon as possible.
Counter this by summoning a Carapace if you're capable, as it cannot deal damage with 0 STR. If you cannot, summon Cost 1 units instead with the purpose of losing the Round and slow down Hecate's requirements.

The win condition is now set: delay Calcharo as much as possible from summoning Hecate. From here on in, play as defensively as possible and keep the Carapace alive as long as possible during the Battle Stages. Also, push for getting a second Carapace on the field as soon as possible.
Every 12 seconds of the Battle Stage means more damage dealt against Calcharo. The idea is to make it last around 36-48 seconds, even through the global burn at 45 seconds. By Round 4, this should be more doable with the help of Feilian Beringal and its health regeneration buff.

Once Hecate is on the field, you are guaranteed to take damage. Cantarella's damage reduction buff should be off by then, meaning there is nothing reducing the coming blows.
To help out, load up your deck with Transformations that will reduce the received damage for Duelists. Hoartoise is a Glacio Echo that fits with the Deck.

To further help your Carapaces survive, make use of Cantarella's Active Tactic. For the first 15 seconds of the Battle Stage, the targeted Echo will receive 40% less damage.
Make use of it on one of your Carapaces. If you can reach 6 Tactic Points by Reconstructing the cards on hand, use them on both to make them last longer.
| Core Echo and Deck |

Hecate Hecate Echo Skill: When this Echo is Deployed, increase DMG by 8.
-This Echo doesn't deal damage in the first 15s of the Battle Stage. -At 15s into the Battle Stage, destroy all your Echoes except this one and recover 30% of its Max HP. Then, increase this Echo's DMG dealt to enemy Echoes by 60%, Crit. Rate by 30%, and reduce its DMG taken by 30%. This effect lasts for 15s. Trial: Have 6 of your Echoes downed in total, or reach Round 5. Law of Jungle III

Win Condition: Reduce your opponent's HP to 0, or have more HP than them by Round 8. Calcharo's Tactics: Increase Base HP to 55. Calcharo's Core Echo has its STR increased by 4 and CON by 8. |
Calcharo uses an Havoc-Spectro Deck that is explosive in aggression and is all in on its Core Echo, Hecate. He purposefully puts down Cost 1 Echoes during Turns 1 and 2 to be easily killed to fulfill its summon conditions.
On summon, Hecate immediately increases its damage by 8, totaling to 16. Then, the Core Echo buffs itself 15 seconds after the start of the Battle Stage. Combined with the buff Calcharo provides, and it and can end games by itself if it manages to hit you twice.

To unlock Calcharo's match, you have to Duel and defeat three other Special Challengers, after finishing the main story of the Peaks of Prestige event and defeat Furius the Firebrand.
Brant, Lupa and Ciaccona must all be defeated first before Calcharo makes his appearance.

Maybe it's because I just never read the rules or directions, but I'm just wondering why his Hecate is so buffed? Is it a genuine game mechanic, or does he just get plot armor for being the final boss?
