How to Unlock Samousas's Treasure
Progress Shadow of Glory
You can unlock Samousas's Treasure by progressing the main quest, Shadow of Glory, as this gives you access to the Septimont region.
The quest mark automatically appears on your map the moment you walk near it, however, you'll have to talk to Samousa first to trigger and start the quest!

Samousas's Treasure Walkthrough
Talk to Samousa
Samousas's Treasure is located on Capitaline Hilltop, just past the staircase overlooking the Arena. Talk to Samousa and him about his problem, which he'll reveal to be about his missing money.
Search for Clues Downstream
Then, search for clues downstream, directly east of Samousas' original location. After location a jump-point that should help you get close to the marked location, we suggest not rushing your descent with an aerial attack, as his treasure is located inside the sewage.
The drainage hole that connects to the sewage is placed halfway the city walls, which means dropping thru an aerial attack will let you miss the drainage completely!
Use Hero's Rend To Cut Open the Object
Once on the marked location, you'll notice that you can use the Hero's Rend to cut open the suspicious object at the end of the sewage. However, you'll have to recharge your skill first by absorbing the nearby frequencies.0
A total of three frequencies are located nearby: a longsword, a helmet, and a spear. After absorbing these three, hold down your skill button to cast Hero's Rend.
Give the Box to Samousas
Then, retrieve the treasure and give the box to Samousas. Exhaust all the dialogue options with him to complete the quest!
