You're talking only about her giving 4% DMG bonus (max 10 stacks) for each shield gained in her moon domain, which buffs her too. Her own damage is good and most importantly she's fun af to play. Her off-field healing is less than shorekeepers, but her onfield heal-alls are far better...
I compare based on potential with S6 and sigs to measure the ceiling of capability. For example, I have Camellya & Jinshi both with 1.5m damage with 1 rotation nuke with sub support ofc. Carlotta with Zheshi at 2.4m dmg 1 rotation. As well as Phoebe/Zani with similar dps. I dont see how shes relavant even at S6 she has 880,300 in prydwen review. Half her buffs are exclusive to Augusta. As healer shorekeeper is miles ahead. Shes also no good in whimpering wastes.
wdym she isn't good like other dps? with her sig she is doing 350k + dmg and 90k + per enhanced basic attack. Also she heals and buffs
Ran her with sanhua and sk also jianxin sk and man she has dps potential too, i like her movesets and animations a lot and i don't even use her sig use yao's, good design. Can run gr8 subdps and is decent dps. And heals and sustains basically brant byt easier to build

Should totally skip unless you pulled for Augusta. As a subdps, her buffs are NOT applied universally like shorekeeper does and her dps is not in league with main dps. Boo! This is the trend kuro has now. they link characters together to maximize profits. Also, every recent character is designed for simps and gooners. I need a 3rd healer that can buff Attribute dmg %( aka element %) and attack speed increase.
Must pull if you have Augusta, sub-dps/support/buff , all her setup/gameplay fit with Augusta(you can see her Sequence node in game in glossary) even at S0R0 , wanlight giving 40% damage is insane at S2 you got 40% more (so 80 %lol) + her outro giving 50% heavy damage. only question is she fun to play with gameplaywise, only a little less than 20 days to know. May be the time if you can was considering rerolling a new account.
