Averardo Bank and the exchange is found on Bank Street in Ragunna City, specifically southeast of the Resonance Nexus. The exact map location and the overworld image is shown above.

Ragunna City

The only requirement for unlocking the Averardo Bank exchange is to arrive in Ragunna. Rovers are expected to arrive in this new city after the Chapter 2 Prologue Quest, Through the Sea Thou Break.

Later rewards in Averardo Bank requires you to own a certain number of Monnaies, specifically 4,000 and 8,000. You can get Monnaies from opening treasure chests in the overworld or breaking destructible objects that has gold designs similar to Averardo Bank.
