Unlocking Blazing Cutlass will require you to progress to Data Hub level 2 in Retro Game Collector. You can do this by delivering 2 KU-Cass Cartridges to KU-Cass in Tethys Hub.
After unlocking Blazing Cutlass, it will be located south of Tethys Hub in Black Shores. It will always be at Level 120 no matter your SOL3 Phase Level.
