How to Unlock Fan Drawing
Complete Wish Upon the Moon I
To unlock the Fan Drawing Stall, you need to complete the Wish Upon the Moon I lodge tale. You will need 2000 Operation Funds to build this stall, so be sure to stock up on those!

Head to Fan Drawing
After building Fan Drawing, go to the stall southwest of the Moon-Chasing Festival stall. An elderly woman named Dianxiao will be seen talking to Zhezhi. You will help her with the requests!
Take 2 Photos and Bring Them to Zhezhi
You need to take 2 photos to complete these requests: one photo of the waterfall in Bell-Borne Ravine and one of Jinzhou City. Make sure to wait for the indicators to turn green before taking these photos.
After taking these photos, bring them to Zhezhi to complete the side quest.
