Fast travel to the Resonance Beacon northeast of the Mourning Aix boss. Head west and drop down to the body of water to find the Twin Heron.
They will always be at Level 110 no matter your SOL3 Phase Level.

The Though I Can't Fly trophy is rewarded after defeating Twin Heron for the first time.
Defeating Twin Heron for the first time gives you a 5-Star Cyan-Feathered Heron regardless of your Data Bank Level.
