Complete The Rescue. Head to Parque del Mar fast travel point. Grab your vehicle and go southeast of that. Locate one of the unknown sidequests. One of them will be this gig.

Objective Icon.pngFind the cyberpsycho.→Defeat the attacker.
Go the side of the observation deck of the beach to find the cafe. Attack the cyberpsycho to get its attention and then proceed to defeat it.

Objective Icon.pngSearch the area to collect information.→Search the attacker.→Message Regina about Cyberpsycho Sighting: Seaside Cafe.
Search the body of the cyberpsycho then the bodies at the cafe main. Then, head to the beach area beneath the cafe to get one more shard. After, message Regina to officially end the gig.

Cyberpsycho Sighting: Seaside Cafe Choices and Best Choice

Close-Ranged vs. Long-Ranged Battle

Close-Ranged Battle Take your best melee and ranged weapons and rush towards the cyberpsycho. Dodge when necessary and continue attacking until the boss is brought down.
Long-Ranged Battle Take your best sniper and snipe away at the cyberpsycho. Relocate when necessary especially this cyberpsycho is extremely mobile.

Best Choice

Long-ranged battle is the way to go. This boss' weapon can deal major damage if you are low-leveled so going very close might expose you to a ton of damage. Just make sure you don't equip a lethal sniper otherwsie Regina will be displeased.
