Legendary Crafting Specs allow players to craft items of the highest Rarity. Crafting Specs can be found for Legendary Weapons, Armor, Mods, Quickhacks, and Components.

They are superior to the Crafting Specs found for Common, Uncommon, Rare, and Epic Items.

Legendary Iconic Crafting Specs

For Iconic Items, the Crafting Spec of the Rarity one tier up will be provided upon obtaining the Item, whether found or crafted. As such, Legendary Crafting Specs for Iconic Items not listed here can be obtained by crafting or finding the Epic version of that Item.

I found a legendary crafting spec for Baseball bat during The Space in Between. It was located behind a door which required Tech 5 to open. After defeating two enemies there i found it on a shelf in the back.

You listed the wrong Exo-Jacks... should be Militoxic ceramic-layered combat exo-jacks probably anyway there aren't many legendary clothing items that can be crafted and those are the ones I have
