Exit your apartment when the previous quest to receive this quest where you'll have to wait for Reed to contact you.
If skipping time doesn't work, try completing activities in Dogtown, like Side Jobs, Gigs, or Increased Criminal Activity.
After receiving the text, fast travel to Dogtown's Luxor High Wellness Spa dataterm (southeast of the map) and drive west to the basketball court.
Sit beside Reed and talk to him about Songbird and what's next for both of them. You will find out that they've found another way to cure Songbird, which means the cure from the neural matrix is now yours to take.
Stand up after the conversation to complete the quest.
If you refused Songbird's request in Somewhat Damaged, Reed will tell you that your surgery is being prepared. You will have to wait at least a day for his call and the next quest, Who Wants to Live Forever.
On the other hand, if you fulfilled So Mi's request, the questline ends here.
