There's a legendary Overture in North-East Watson just off of the main road heading to the Northside Industrial District. In the middle of a police firefight, you can find it sat on top of an oil drum, available from the start of the game (after The Rescue). It requires character level 6 to use and always comes with an uncommon increased damage to limbs mod installed, plus 2 additional empty mod slots

you can buy the Legendary Overture from the weapon shop in Arroyo, which also sells the Legendary SPT32 Grad sniper rifle
